One not on either of your lists:
Swimming - WATERWORLD

Judging from your list, I'm not sure sad and tragic are the adjectives you're looking for (uplifting and inspirational seem more appropriate in some cases), in any case, for sad/tragic I'd recommend:
Theme from Rudy - Jerry Goldsmith
Theme from Star Trek: Nemesis (found primarily in the end credits suite) - Jerry Goldsmith
I Could Have Done More - Schindler's List - John Williams
Sam's Gone - I Am Legend - James Newton Howard
Trinity Definately - The Matrix Revolutions - Don Davis
Wifeing - Conan the Barbarian - Basil Poledouris
Small Moves - Contact - Alan Silvestri
Steven and the Snow - Powder - Jerry Goldsmith
Jonathan's Death - Superman - John Williams
There's just a few I can think of off the top of my head - I'll add more as they come to me.
(p.s. I really wish people would stop associating Samuel Barber's Adagio for Strings with Platoon - it was composed long before the film was made and is just a classic example of a director not being able to get over his temp tracking - just two cents, sorry)

My list, to name a few, includes:
Mary Goes To Jesus - The Passion of the Christ - John Debney
Looking at You - Return to Paradise - Mark Mancina
Vesper - Casino Royale - David Arnold
Bartlett's Sonnet - True Women - Bruce Broughton
Can I Hold You How? - Snow Falling On Cedars - James Newton Howard
Emily's Grave - Dragonfly - John Debney
Last Letter - Message In A Bottle - Gabriel Yared
Among The Clouds - Always - John Williams
Love In Distance - Hero - Tan Dun
Death of a Thousand Cuts - Sand Pebbles, The - Jerry Goldsmith
You Came From The Sea - Swept from the Sea - John Barry
Sail On - Shipping News, The - Christopher Young
Top of the World - Last Of The Mohicans, The - Trevor Jones
There's No Goodbye...Only Love - Perfect Storm, The - James Horner
Remember Us - Beyond The Gates (Shooting Dogs) - Dario Marianelli

There as a documentary on the Donner Party which used Brian Eno and Harold Budd - the music was very "mornful". Here are some of those tracks:
The White Arcades: The White Arcades
The White Arcades: Algebra Of Darkness
The Serpent (In Quicksliver): The Wanderer
They also used the Brian Eno Apollo track you mentioned.

I have to question the inclusion of No. 31 Launch from Armageddon. To me that is has a stirring, uplifting feel to it which matches the mood of the movie at that moment.
I'd include:
Father Kolbe's Preaching from The Truman Show
Over the Fence - Gettysburg
The music from the X-Files episode "Closure" when Mulder finally realises his sister is dead ( I have never watched this episode without shedding tears of sadness.

I think I might of went a little overboard... but here is a list of some of my favorite sad songs that I could find on my Ipod. I know I have more at home, so I will add the rest later. Some of these songs start off sad and then change, and in some places I just put the album, because I didn't have the song title. If I a song or album stood out I put *** next to it. SPOILER WARNING: Some of the tracks might give away a spoiler if you haven't seen the Movie, so beware. Enjoy...

There are some themes that can interest you,
. "Up in Flames" by Koko Taylor in "Wild at Heart OST"
. "Blue Spanish Sky" by Chris Isaak in "Wild at Heart OST"
. "Baby Please Don't Go" by Them in "Wild at Heart OST" originally from ACDC
. "Within you" by David Bowie in "Labyrinth OST"
And all the themes from "Princess Mononoke" are far beyond dream, seek them. ;)
You should also check out Blade Runner OST by Vangelis and the OST of Conan the Barbarian and Conan the Destroyer by Basil Poledouris, some jewels everyone should have. all easily gettable ;)
And we cannot forget about games OST, some old games have really masterpieces on their OST, i recommend u seek www.midishrine.com and get the Warcraft 2 OST where the themes Alliance 1 to 4 and Horde 1 to 4 are very special, also Doom OST with the level 8 music.
