Let's say they are issued by the composers, yes. Composers issue promotional CDs ("promos") to film industry insiders in order to demonstrate their skills and of course issue promos "for your consideration" to members of the Academy who vote on the Oscars. The ones "leaking" (speak: auctioning) these promo CDs towards collectors or bootleggers are most likely the original recipients of a composer's promo CDs.

thanks. so are all the expanded scores out there really just the promos.

I think it's a mystery (at least to me) how some 'bootleg' expanded/complete scores come to be. Is it from people who somehow have access to studio vaults? I'm sure not all expaned/complete scores have the composer's consent. Do they? These gems could be from isolated DVD tracks but complete scores that are not included in DVD's as isolated tracks... where do they come from? Perhaps this would have been something for Mulder and Scully to decipher. I think I'll go and stare at the stars now!
