I'm almost certain it's by Rozsa but can't put my finger on it yet.I've played my obvious thoughts but to no avail,I'll try again later.

"Roman March" from "Ben Hur", track 3 on first LP (and its later CD releases). In the movie it is used when Massala enters Jerusalem with his cohorts.
