EBAY clearly dont care about their own policy!
They only suspend accounts based on racist issues, or regarding the amount of money they get from you!!
Their policy forbids CD-R BOOTLEGS, I reported this seller bluejazzlily ( 663) because he posted a FAKE hocus pocus and they NEVER suspended him, they only removed his last listing, but his account is still active, even when he has feedbacks claiming he sold a CD-R
Ebays does not allow to MAKE PURCHASE TO YOURSELF, in order to get more feedback points. I reported the user mlk1112 who is related even to a SUSPENDED user, and they left his account still active!!
The list go on and on!!
The only solution I see for this is to stop using ebay, and for real, start using alternative sites, because you cannot trust ebay, they treat you like garbage, they dont have customer support (only a robot which sends pre-elaborated emails) their fees are high (quadruple fees, for listing, for selling, for paypal, and if you are not in USA, for extracting your money from paypal) and they also discriminate people, and allow people from USA or UK to list fake items and they dont do anything against them.

I just checked, I bought from Ebay just twice last year. Ebay Germany now forces you to charge zero postage/shipping for all CDs and DVDs which has made me stop offering anything.
Amazon marketplace is getting my money (and CDs/DVDs) now.

Thanks to eBay's policy, I was able to obtain copies of rare unofficial releases, which I wouldn't
have managed to get hold of otherwise. Just kidding. ;)
@ Urs: It's not just CDs and DVDs, but also a lot of photographic equipment which falls under
the zero postage rule. In fact, practically no seller cares about that. They mention the shipping
costs in the item's description and eBay doesn't care about it.

They also have $3 MAX for shipping CDs in USA........but no auction in the world cant rise it above $3 if it goes to USA, or will not be listed.
And if you sell something above the $10 of shipping cost, they give you a message saying your shipping price is HIGHER compared to others!!! Right!! How much can you pay for shipping if you have a 1,5kg book???

About a year ago I reported a seller who was selling nothing but bootlegs, and last time I checked (many months later), his account is still there.
I haven't bought anything on there since February anyway.

What is really suspicious? Most of USA sellers who offer bootlegs have 100% positive feedback, and is not like they have 1 boot between 200 originals, they have 100% bootlegs, and they never get any negative.
Does Ebay has something to do with this users?
