The question has previously arisen in this forum, as well as other places. It has previously been identified as "Ole Guapa", & traditional.

I've found attribution of Ole Guapa to be MALANDO (real name Arie Maasland).

...or does it just sound like that piece?

I've listened to a couple recordings and partial recordings of Ole Guapa, and it sounds very close, but not exact. I must admit that when it comes to tango, my knowledge is shallow and exposure narrow, so my ear isn't the best judge. But there are some other things that don't quite jibe:

It's been stated that the original selections intended for play at the time of the (silent era) release were re-used for the audio track made for it in the 60s. Maasland isn't known to have composed a tango until 1935. Irrelevant, that, if the original selections were NOT what was used, or if what was being referred to were the Wagner bits. Also, it's been said that what the movie included were Argentinian tangoes (Malando is Dutch), but perhaps what was meant was Argentine tangoes (as in the style).

Further deepening frustration is the that the movie has been said to contain not one tango, but two or several... and it does sound that way to me.

I'm a dutch national and have some small knowledge of Malando. I can confirm that this music is tango, but NOT Malando's Ole Guapa.
This tango piece sounds familiar to me, but I'm sorry to tell that I don't know any details.
