007 music question

I was just sorting thru some LP's of Bond Scores and I noticed the music credit on the label of The Spy Who Loved Me for "The Tanker" track credits Paul Buckmaster as composer. Is this the same composer responsible for 12 Monkeys? IMDB does not shed any light. I always thought that Hamlisch scored the whole film. Can anybody help?
